Salento Valley Explained: The Story Behind Eugenesys and the Outbreak

By Nick | August 9, 2026
Ruined cityscape of Salento Valley overrun by infected mutants, the outbreak setting for Vultures: Scavengers of Death tied to the Eugenesys conspiracy

Salento Valley used to be a real, functioning city before Vultures: Scavengers of Death starts, and figuring out exactly how it turned into a mutant infested ruin is half the reason to keep pushing through its missions.

Set in 1993, roughly a month after everything went wrong, the game drops you into a place that fell apart almost overnight.

Between the corporate cover ups, the cult whispers, and the two operatives piecing it together one extraction at a time, the story rewards players who pay attention to every note and log they find.

Skip Ahead

What Is Salento Valley?

Salento Valley is the once bustling metropolis where the entire game takes place, once an industrial hub and now reduced to a quarantined battleground of ruined buildings, asylums, police stations, and military complexes.

The city fell after a catastrophe tied to Eugenesys, and it has been left to rot, populated by the infected and whatever supplies survivors left behind.

Into that wreckage comes VULTURE, a small mercenary team built for infiltration and extraction. An unnamed, enigmatic client hires them to slip into the quarantine zone, uncover what actually caused the outbreak, and recover any material or information that could help develop a cure.

That is the mission that puts operatives Leopoldo and Amber on the ground, each working through separate assignments across the ruined city, while their communications and intelligence manager, Satsuki, coordinates from the team's homebase, known as The Nest.

Leopoldo is the strength based bruiser who shoves enemies and muscles through obstacles, while Amber is the agile specialist with a grappling hook for crossing gaps in a single move, so the two of them uncover different pieces of the puzzle depending on where the job sends them.

Who Or What Is Eugenesys?

Eugenesys is the shadowy corporation at the center of everything.

It is the organization VULTURE is specifically sent to investigate, and it is widely believed to be behind the outbreak that turned Salento Valley into what it is now.

The disaster itself started at the Eugenesys Tower, where a mysterious explosion leveled the surrounding city, and within hours people began turning into the infected.

As missions progress, the story does not imply a simple corporate conspiracy. Evidence of cult activity and inhumane experimentation surfaces alongside the usual scavenged documents. And audio logs, suggesting Eugenesys was not just running a research program that went wrong. Something more deliberate and ritualistic seems to be tangled up in it.

The game is careful not to dump all of this on you at once. Instead, doling it out mission by mission so the picture only really comes together once you have played through a good chunk of both operatives' storylines.

The Outbreak: How the Valley Fell

Here's what is clearly established from the gameplay:

  • A viral contagion, developed under Eugenesys, is the root cause of the infection spreading through Salento Valley.
  • Once it got loose, following that explosion at the Eugenesys Tower, it did not just make people sick. It turned them into the aggressive, mutated enemies you are fighting turn by turn throughout every mission.
  • What sparked the initial release is left murkier. The bioterrorist framing suggests it was not a pure accident, and the cult elements woven into later missions imply human decision making, not just a lab containment failure.
  • VULTURE exists to close that gap. Hunting down documents, survivors, and evidence hidden across asylums, police stations, and military sites to uncover not just what happened, but why.

The Open Questions: What Is Eugenesys Actually After?

This is where the game leans into mystery rather than exposition dumps, so treat the following as open questions the story is still working through rather than settled fact.

  • Is the outbreak an intentional weapon test, a cover up gone wrong, or something the cult orchestrated independently of Eugenesys leadership? The game does not spell this out early, and reasonable players could land on different reads depending on which documents they prioritize finding.
  • Who exactly is the client paying VULTURE? The game keeps this deliberately vague, which raises the fair question of whether the people funding the cure hunt have entirely clean motives themselves.
  • How much overlap is there between Eugenesys as a corporation and the cult activity uncovered in the field? The two threads are clearly connected, but the exact chain of command is not handed to you outright.

The Big Question: Can the Vultures Actually Find a Cure?

The entire mission structure is built around this tension.

Every extraction, every scavenged sample, and every piece of intel is framed as a step toward a cure, but the game never lets you forget how far gone Salento Valley already is by the time you arrive.

Whether that cure is actually within reach, or whether VULTURE's real function is something closer to damage control for whoever is paying them, is the question the story keeps circling back to.

That ambiguity is part of what makes the setting work. It is not a straightforward defeat the bad guy and save the city plot. It is closer to a slow, dread filled excavation where every answer tends to open up a more uncomfortable one underneath it.
